"Comments are turned off" on YouTube — what it means
A video shows "Comments are turned off. Learn more" instead of a comment section. Different from "comments not loading" — this is intentional, by the uploader (or by YouTube's auto-policy on kid-targeting content).

Not a bug
This is intentional. If the uploader disabled comments, you can't comment on this video. No workaround exists.

Watch the video in an embedded context
Some embedded YouTube players on third-party sites show the original comment thread when the host site queries it. Doesn't bypass the disabled setting; just sometimes surfaces comments that existed before disabling.
